Brazil (br) was tied for the lowest country-canon coverage (5 canons, across
banking, culture, emergency, safety, visa only) among all 66
supported countries — no legal, medical, food-safety, mental-health,
communication, policy, or disaster coverage existed. This PR adds 4
canons across the empty domains (5 → 9 total Brazil canons).

Canons added

• legal/marijuana-decriminalized-not-legal/br — Brazil's STF decriminalized
  possession of ≤40g/6 plants of cannabis for personal use (June 26, 2024,
  RE 635.659) as an administrative infraction, not full legalization — and a
  competing constitutional amendment (PEC 45/2023) that would recriminalize
  any amount was still moving through Congress as of this writing.
• medical/yellow-fever-recommended-zones/br — CDC now recommends yellow
  fever vaccination for Rio de Janeiro and São Paulo (city + coastal islands)
  since the 2016–2018 outbreaks, reversing older "Amazon only" advice; a
  specific list of northeastern coastal states (Ceará, Rio Grande do Norte,
  Paraíba, Pernambuco, Alagoas, Sergipe, part of Bahia) is excluded, and
  vaccination is not required for entry to Brazil.
• food-safety/artisanal-raw-milk-cheese-selo-arte/br — the old blanket
