Ports general-environments PRs 1238 and 1239. src/review_core, the skill copy and tests/aggregator are synced from code_review_private#27; ci/github.py, ci/history.py, cli.py and action/run-review.sh are this repository's own and taken from GE at 15e479b2f. The 18 vo-* eval tasks and .code-review/ are updated to match. New tests: tests/ci/test_ci_same_lines.py and tests/ci/test_cli_agent_errors.py fail to import on main and pass here.

A large same-place group can exceed GitHub's comment limit
correctness | confidence 75 | also on these lines: tests
If one reviewer emits 156 valid P2 findings on overlapping lines (the per-reviewer limit is 500), `room` is about 119 characters, shorter than each finding's marker. `render_inline` then slices with a negative stop and retains almost the whole section instead of enforcing that budget, so the combined inline comment can exceed GitHub's 65,536-character review limit and the POST fails, leaving the findings and summary unposted.

Grouped comment size has no boundary test
tests | confidence 75 | also on these lines: correctness
The new renderer divides the 20,000-character budget among findings, but each section also has fixed heading, prompt, and marker overhead that cannot be reduced to that budget. With a large same-place group (the code comment estimates overflow at about 125 findings, within the per-reviewer finding limits), the combined body can exceed MAX_COMMENT and GitHub can reject the review. The new CI tests exercise a three-finding group and the existing size test exercises one oversized finding; neither checks the aggregate boundary. Add a large-group test asserting the posted comment remains within MAX_COMMENT, and make the renderer split or otherwise safely handle groups whose fixed overhead exceeds the cap.

CLI review path imports the GitHub poster
architecture | confidence 75
This makes every import of the general review CLI load the GitHub posting adapter and binds the review command to its private credential-checking helpers, even though this code only needs to display scrubbed agent errors. Changes to the poster's API or imports can therefore break local review runs that never post to GitHub. Move the shared credential and redaction helpers to a neutral module and have both adapters depend on it.

Rename the now-misleading gate_and_merge API
code_quality | confidence 100
This function now keeps every finding and only groups co-located findings for attribution, but its public name and the `merged` locals/call sites still describe the removed merge behavior. That makes the new contract harder to discover and invites callers to assume findings are collapsed or discarded. Rename it to `gate_and_group` (and update its in-repository caller and local names) to match the behavior.

Remove PR and run history from the runtime comment
code_quality | confidence 100
The comment records a PR number, a specific CLI version, and one run ID rather than durable rationale. Those details will age and make the event-shape rule harder to maintain; keep only the useful contract that `turn.failed.error` is an object with a message. Similar pre-push trial notes were also added beside the grouping/rendering code in `github.py` and `history.py`.

What the change does
codex-ci · gpt-6-luna · effort high · Codex 0.161.0 |
Ports general-environments PRs 1238 and 1239 into the public reviewer: the code review keeps every finding (findings on the same lines are grouped, not merged), and a failed run prints the agent's own error.
What changed
code_review_privatewithscripts/sync_repo.py:src/review_core(aggregator, envelope, contracts), the bundled skill copy, andtests/aggregator. The sync--checkreports no drift.src/review_core/ci/github.pyandci/history.py: one inline comment per place with a section per finding. Markers name the reviewer, an old marker without one still suppresses its quote, and the history reads each section back.src/review_core/cli.pyandaction/run-review.sh: a run whose agent exits non-zero prints the agent's own error lines, with every credential form blanked.vo-*tasks, copied from the private repository's regenerated set. They were identical on bothmains before..code-review/: this repository's own reviewer copy, with the same 23 files.Tests
