Introduce the ENABLE_CLAUDE_CODE_MODS environment variable, a shared
TRUTHY_ENV_VALUES set ("1"/"true", case-insensitive), and a general
claude_code_mods_enabled() reader in constants. Harness-general and not tied
to smart routing; nothing is gated on it in this change.

First slice of making the smart-routing TUI richer with Claude Mods. The flag and its effect are harness-general — deliberately not tied to the smart-routing launch path, since mods may be used elsewhere. The mod that actually renders is stacked in #977.
Notes
CLAUDE_CODE_ENABLE_FUNCTION_HOOKSis the documented opt-in for function hooks. On builds where Claude's mods rollout is still gated off for the account, this sets everything up but the mod won't paint until the rollout reaches that account.Test
