fix: restore AUR publishing

AUR publishing remained disabled after Arch restored SSH/Git pushes on August 11. Re-enable argonaut-bin uploads during releases and the argonaut-git publishing workflow on pushes to main, and remove the obsolete AUR outage warning from the README.

The restoration is confirmed in the Arch aurweb v6.5.0 announcement. The fix: commit makes this eligible for the next release-please release. Existing SSH secret handling and the manual GoReleaser skip option remain available.

Validation: both modified YAML files parse successfully and git diff --check passes. Live AUR publishing was not triggered; argonaut-git resumes when merged to main, and argonaut-bin resumes with the next release.
