Added proposal supporting data planes & capabilities, their implementations as containerized adapters, an adaptor image service that centralizes image retrieval on behalf of the rest of the Dapr runtime and considerations around image trust and ecosystem governance in light of these changes.
To be clear, this is a large project that I believe would span multiple Dapr releases. I'm more than happy to take ownership and authorship of it with an intent of delivering it by the end of the 1.19 release along with a small collection of newly minted planes implementations to launch alongside it.
