Update the ASV benchmark dependency matrices to predeclare CVXPY's current runtime dependencies.\n\nChanges:\n- Add highspy, qdldl, and sparsediffpy to both ASV configs.\n- Add clarabel to the PR benchmark config.\n- Remove stale ecos from the PR benchmark config.\n\nNo ASV build command changes.
