Bring main up to the validated v1.1.0 development tree: current runtime/dependencies, the live terminal console, rewritten user and operator guides, offline restore and manual release checks, final CSRF import-quota and deletion-preparation fixes, and version/changelog updates. Existing native CLI release packaging is preserved.

Validation on dev head fd5beae passed formatting, strict Clippy, 23 tests, rustdoc, an optimized native build, workflow ZIP/checksum checks, and disposable backup/restore checks. Dev CI and Dependency Audit passed. All PR checks must pass before merging.

Dependency Audit remains report-only: the two existing vulnerability findings and maintenance warnings are documented in the v1.1.0 changelog. This PR does not create a tag or release.

Upgrade to Rust 1.99.1 and current compatible dependencies; reorganize runtime modules and harden backups, media processing, CSRF, request admission, recovery, and shutdown. Replace automatic software updates with release links and remove existing Rust and Playwright tests. Align CI, issue forms, and five-platform draft release packaging with RustChan, including Intel Mac.

Validated strict Clippy, formatting, warning-free documentation, both Mac release architectures, disposable HTTP/data/failure workflows, real Tor onion login, backup measurements, workflow syntax, and archive packaging. No Rust tests or Playwright were run. Two upstream Arti dependency advisories remain visible in the report-only audit.
The remaining service sample has no code, documentation, Docker, or release consumers and points at the removed updater layout. Remove it and record the cleanup in the changelog. CLI and container deployment configuration are unchanged.
