Restore the user's local-only Playwright policy. Remove all 82 tracked browser harness files from the repository tree:
tests/e2e/**, both root Playwright configs, and the dedicated npm manifest/lockfile. Preserve the complete local harness unchanged, with a separate ignored snapshot and verified hashes and permissions for 84 local files including AGENTS.md.Restore the scoped ignore rules, remove the two browser-spec exceptions, extend the existing Quality guard to reject tracked Playwright tooling, and correct the contribution guide's instruction to publish the harness. Rust source, integration tests, compiled media fixtures, and required CI remain intact; no hosted browser workflow is introduced.
History: 98beda3 untracked the harness after 5a065bf ignored it; 1da53f1 removed those rules and reintroduced it. Later 16f4b91 and cc9ee33 added browser-spec exceptions. Adding
tests/in fe410fe alone could not remove already-tracked files.Validation: local files and permissions match the preserved snapshot; all 82 paths are untracked and ignored; guard fixtures reject accidental browser/AI-tooling tracking while allowing application tests, fixtures, source, and reports;
git diff --checkpasses. No dependency, version, tag, or release changes in this PR. Historical commits retain their original contents.
