RustChan v1.6.5 moves covered image processing, audio decoding, container inspection and PDF previews into bounded Rust implementations. It adds verified administrator settings restarts with configuration rollback and recovery, improves SQLite connection ownership and measured query performance, and lets CLI startup proceed once one usable database connection is ready.

FFmpeg remains an optional compatibility path for video thumbnails, WebM transcoding and uncovered audio/container formats. Complex PDFs retain the SVG preview and original download. The supported paths and remaining limits are documented in docs/media-capabilities.md. Rust 1.99 remains the minimum supported compiler, and the vendored AAC patch rejects detected in-band SBR rather than emitting incomplete audio.

The package and lockfile are set to 1.6.5, README and setup version references are aligned, and the changelog includes the October 3 release notes. This change prepares the user-requested main merge and publication of the stable v1.6.5 release through the existing signed release workflow.

Validation on the final branch: cargo fmt --all --check; canonical all-target/all-feature Clippy with warnings, all, pedantic, nursery and cargo lints denied; cargo test --workspace --all-features (2,689 passed, eight ignored across both unit-test runs); cargo deny --locked check; and seven Python native packaging/signing tests all passed. Required GitHub platform checks run on this final commit before merge.

Raise the minimum Rust version to 1.99 and move images, HEIF stills,
container probing, common audio waveforms, and bounded PDF previews to
Rust implementations. Retain FFmpeg for video and validated unsupported
audio compatibility, with resource limits and atomic publication.

Include regression fixtures, Chromium/no-JS coverage, and the final audit
report. Preserve PDF fixture bytes with Git attributes.

Local Rust, media, and real-video browser checks passed. In-band HE-AAC
and chained/multiplexed Speex compatibility remain limited; Docker
build/runtime validation is blocked by the unavailable Rust 1.99 base
image. This commit does not certify production readiness.
