Raise the minimum Rust version to 1.99 and move images, HEIF stills, container probing, common audio waveforms, and bounded PDF previews to Rust implementations. Retain FFmpeg for video and validated unsupported audio compatibility, with resource limits and atomic publication. Include regression fixtures, Chromium/no-JS coverage, and the final audit report. Preserve PDF fixture bytes with Git attributes. Local Rust, media, and real-video browser checks passed. In-band HE-AAC and chained/multiplexed Speex compatibility remain limited; Docker build/runtime validation is blocked by the unavailable Rust 1.99 base image. This commit does not certify production readiness.
