Summary

Run Playwright regression and deep audit suites locally instead of GitHub Actions. Remove the Browser E2E workflow and its scheduled/PR/push checks, and update current testing and release documentation accordingly. Preserve the quote-navigation fix, including foreground native tabs and independent Control/Command passthrough assertions.

Record the repository branch naming rule in AGENTS.md: branch names must not contain codex.

Impact

GitHub Actions browser checks, repository instructions, and testing documentation. Rust CI, platform smoke checks, dependency audit, container publishing, and release workflows remain intact. Local browser infrastructure and tests remain tracked. Application behavior and schema are unchanged.

Validation

• cargo fmt --all --check — passed.
• cargo clippy --workspace --all-targets --all-features -- -D warnings -D clippy::all -D clippy::pedantic -D clippy::nursery -D clippy::cargo — passed.
• cargo test --workspace --all-features — passed, 2,509 cases including doctests.
• The unchanged quote-navigation regression passed 21 cases across seven local profiles and 20 Linux Chromium repetitions.
• git diff --check — passed.
• GitHub reports Browser E2E as disabled; no browser job is required by main branch protection.

Checklist

• Focused changes preserve unrelated behavior.
• No secrets, private keys, backups, databases, logs, media, or generated artifacts are included.
• Quote-navigation assertions remain covered by local regressions.
• Final formatting, Clippy, Rust tests, and all five required GitHub checks pass.
