chore: drop the manual fclones commit-pin rule - #269

docker-fclones-scheduler now pins fclones as a digest=commit tag and commit pair, which the Dockerfile manager moves together, so the rule that labelled its bumps manual-sha-bump and asked for a hand-pasted commit is gone. The manager description names the tag-clone form and its consumer.
