feat: add the two-branch Renovate preset and drop CODEOWNERS - #267

Adds two-branch.json, a Renovate preset for repositories whose default branch is dev, documents it in the README, and updates CONTRIBUTING and the pull request template for squash-merged titles and release notes. Deletes the rmlint manual-sha-bump rule, whose repository no longer exists, and the CODEOWNERS file, which applied to this repository only.

renovate-config-validator --strict(Renovate 44.145.1, the version the self-hosted runner pins) passes both files as global config and as repo config.ci-local.sh: PASS, 2 checks not validated locally (comment ratio and NOTICE audit, run by CI).
