fix(EC-2235): reject malformed Pipeline and Task values - #1871
Address the EC-2110 audit cases where a present but wrong-typed value in a selected Pipeline, Task, Buildah task or prefetch task caused a policy check to produce no result — so malformed input looked like a pass.
Rather than tightening the existing rules in place (which would start failing builds the moment this merges, and could break existing exclude entries), each tightening is shipped as a new _v2 rule in the same package that carries the original logic plus the malformed-value check. The original rule is left untouched. The _v2 rules are future-dated so they only warn during a transition window; once the window passes, the legacy rule can be retired and the _v2 suffix dropped back to the original name. Checks with no pre-existing equivalent are added as plain new rules.
Group
Package
Change
G03
release/buildah_build_task
Newmalformed_parameter rule denies a present non-string DOCKERFILE / ADD_CAPABILITIES / PLATFORM / PRIVILEGED_NESTED. The existing string-only checks are unchanged. Tested on both v0.2 param maps and v1 param arrays.
G04
release/prefetch_dependencies
Newmode_not_permissive_v2 fires for permissiveand for a present wrong-typed mode (e.g. ["permissive"]). Legacy mode_not_permissive unchanged; absent mode stays a no-op; proxy check untouched.
G12
build_task/build_labels
Newbuild_type_label_set_v2 fires for a defined non-object metadata.labels (null/list/string/number) in addition to the existing missing-label case. Legacy build_type_label_set unchanged.
G13
pipeline/basic
Newexpected_kind_v2 rejects a missingkind as well as a present wrong kind. Legacy expected_kind unchanged.
G14
release/tasks
Verified with the real engine that the pipeline-required-tasks JSON-schema validation already rejects a malformed .tasks entry (null/scalar/object/missing) via tasks.data_provided — the audit's fallback evaluator reported a false gap. Added regressions to lock this in. No rule change.
G15
task/results
Newrequired_v2 only accepts an arrayspec.results, so a wrong-container object carrying a matching name can no longer mask a missing required result. Legacy required unchanged.
G16
task/trusted_artifacts
Newworkspaces_format rule denies a present non-array spec.workspaces. The existing workspace rule is left pristine (it already produces no result on a non-array, so detection lives entirely in the new rule).
effective_on = 2027-01-11 for all new rules. This gives a transition window in which the rules warn instead of fail: it clears the 56-day minimum lead time enforced at the release-PR gate (infra-deployments-ci / EC-2032 — ~77 days out), and deliberately lands after the end-of-year change freeze and holidays so the rules don't flip to enforced while teams are out and unable to react.
Why:
EC-2110 confirmed seven cases where a malformed value caused a check to produce no result: required fields disappear, wrong-typed containers are treated as empty/valid, and non-string parameters bypass checks. A successful evaluation with no relevant violation then looks like a pass. The _v2 approach closes these gaps without an abrupt enforcement change and without breaking existing excludes.
Rule naming / lifecycle — the _v2 suffix is intentional and temporary (agreed on the team channel): keep the legacy rule enforcing as-is, let _v2 warn during the window, then after the window merge the two back under the original name and remove the legacy rule. No new packages are introduced — all _v2 rules live in the existing package.
G14 tasks: [] — the ticket says not to classify a deliberately empty tasks: [] entry as invalid without a separate product-contract decision. Today the schema's minItems: 1 already flags [] as invalid; this PR leaves that behavior unchanged. Please confirm whether [] should become valid.
Verified with the repository-pinned Conforma CLI: make quiet-test (1195/1195, 100% coverage), make opa-check, make lint, make regal-test, make conventions-check, make fmt-check, make acceptance, and regenerated docs.

The pull request adds policy rules for malformed values and missing fields across build labels, pipeline inputs, release-task parameters, Task results, and Trusted Artifacts workspaces. Tests, package documentation, navigation, and release-policy collections are updated.
The v2 build-label rule checks that labels are an object containing the required build label. Pipeline rules check the expected kind and report when the input is not an object. Tests cover malformed labels, missing kinds, and valid inputs. Documentation, navigation, and release-policy collections list the rules.
Shared validation detects malformed parameter containers and entries. The Buildah rule checks four named parameters for string values. The prefetch-dependencies rule checks for permissive or present non-string modes and malformed parameter containers. Tests cover both attestation formats. Documentation, navigation, and release-policy collections list the rules.
The v2 required-result rule treats non-array spec.results as empty and reports when a Task name cannot be used to verify configured results. Tests cover malformed results and missing or malformed tasks fields in pipeline-required-task entries. Documentation and navigation list the v2 rule.
Trusted Artifacts workspace format policy/task/trusted_artifacts/*, antora/docs/modules/ROOT/pages/packages/task_trusted_artifacts.adoc, antora/docs/modules/ROOT/pages/release_policy.adoc, antora/docs/modules/ROOT/partials/task_policy_nav.adoc
The rule reports malformed spec.workspaces values on Trusted Artifacts Tasks. Tests cover malformed, absent, and empty workspace values. Documentation, navigation, and the redhat_security collection list the rule.
Pipeline or Task parameters with duplicate names and conflicting values can still make policy evaluation error out instead of producing the intended malformed-value denial. This is an unusual input, and the failure is not a silent pass. It is a bounded follow-up rather than a merge blocker.

very good work!
I left some comments, it's mostly pre-existing loose ends, but i think we can take the chance to harden these a bit more since we're touching the rules

A malformed (present but wrong-typed) value in a selected Pipeline, Task,
Buildah task or prefetch task could cause a Conforma check to produce no
result, so a malformed input looked like a pass. Reject these malformed
values with named denies instead of silently ignoring them.
For checks that tighten an existing rule's behavior, add a new `_v2` rule in
the same package that carries the original logic plus the malformed-value
check, and leave the original rule unchanged. The `_v2` rules carry a future
effective_on so they only warn during a transition window and do not break
existing excludes; once the window passes the legacy rules can be retired and
the `_v2` suffix dropped. Checks with no pre-existing equivalent are added as
plain new rules.
New rules (effective_on 2027-01-11):
- pipeline/basic: expected_kind_v2 also rejects a missing kind, and a new
input_format rule rejects a document that is not an object at all.
- build_task/build_labels: build_type_label_set_v2 rejects a defined but
non-object metadata.labels.
- release/prefetch_dependencies: mode_not_permissive_v2 also fires for a
present wrong-typed mode (absent mode stays a no-op).
- task/results: required_v2 only accepts an array spec.results, so a
wrong-container object with a matching name no longer masks a missing
result, and it reports a Task that has no usable metadata.name.
- release/buildah_build_task: new malformed_parameter rule denies a present
non-string DOCKERFILE/ADD_CAPABILITIES/PLATFORM/PRIVILEGED_NESTED.
- task/trusted_artifacts: new workspaces_format rule denies a present
non-array spec.workspaces, as well as a list entry that is not an object or
that has no name.
A malformed parameter container (a v0.2 invocation.parameters that is not an
object, a v1 params that is not an array, or a params entry missing name or
value) hides every parameter from task_param. A shared tekton.malformed_params
helper detects this and is adopted by buildah_build_task.malformed_parameter
and prefetch_dependencies.mode_not_permissive_v2 so such input can no longer
pass silently.
The legacy expected_kind, build_type_label_set, mode_not_permissive and
required rules and the buildah string-only parameter checks are unchanged.
G14 pipeline-required-tasks needs no rule change: the existing JSON-schema
validation already rejects a malformed .tasks entry with tasks.data_provided
(regression tests added).

Prevent duplicate parameter names from aborting evaluation.
Two well-formed mode entries with different values are not rejected by malformed_params. If they reach task_params, the object comprehension can raise eval_conflict_error instead of reporting the non-string value. Make task_params safe for duplicate names and report duplicate names as malformed.

Retro: PR #1871 — reject malformed Pipeline and Task values
Overall: A well-executed PR that addressed EC-2110 audit findings by adding _v2 rules with future-dated enforcement. The PR author (cuipinghuo) responded to all review feedback thoroughly. Human reviewer st3penta provided high-quality review that caught 4 substantive correctness issues the automated review missed.
Review quality gap
The fullsend review agent ran on Oct 12 and returned zero findings (encoded payload: {"version":2,"findings":[]}, verdict: "Looks good to me"). Four subsequent review runs were cancelled by concurrency groups when new commits were pushed. The agent never re-reviewed the final code.
Human reviewer st3penta then identified 4 security-relevant bypass vectors — all sharing the same root cause: Rego's undefined-propagation behavior causes rule bodies to silently produce no result when a referenced field is missing or wrong-typed:
Malformed param containers (buildah_build_task.rego): tekton.task_param() goes undefined when spec.params is an object instead of array, or entries lack value key — silently skipping all parameter validation.
Missing metadata.name guard (results.rego): object.get(task.metadata, ...) is undefined when metadata is missing, so _errors_v2 silently passes.
Workspace entry validation gap (trusted_artifacts.rego): workspaces_format checks container type but not element shape — non-object entries silently disable the workspace check.
Non-object pipeline input (basic.rego): A scalar/list document bypasses every pipeline/* rule including expected_kind_v2.
The existing AGENTS.md "Rego Evaluation Model" section explains Rego's declarative semantics but does not warn about this specific failure mode. The "Review Checklist for New Policy Rules" covers effective_on, collection membership, and test coverage, but has no item about checking for undefined-propagation bypasses.

Add Rego/OPA paradigm guidance to AGENTS.md to reduce false-positive review findings #1757 (Rego/OPA paradigm guidance to reduce false positives): This PR's findings are the inverse problem — false negatives (missed real bugs) rather than false positives (flagged correct code). Both stem from insufficient Rego evaluation model understanding, but the solutions differ.
The no-taskrun-results test was written before #1871 added
mode_not_permissive_v2, which also fires for the "permissive"
mode, so its expected results were missing the v2 entry.
