Remove PRIVILEGED_NESTED deny rule from buildah_build_task - #1869
Remove the buildah_build_task.privileged_nested_param deny rule that blocks releases when the buildah task's PRIVILEGED_NESTED parameter is set to true.
Rationale
Source-code analysis of the Konflux buildah task demonstrates that PRIVILEGED_NESTED does not constitute a real privilege escalation for in-cluster builds:
Three layers of confinement prevent any breakout:
User namespace isolation — the task runs buildah inside unshare -Uf --keep-caps -r --map-users 1,1,65536 --map-groups 1,1,65536 (source). Capabilities inside the user namespace only apply to resources owned by that namespace.
Pod securityContext bounding set — the pod only adds SETFCAP (source). --cap-add=all cannot grant capabilities beyond the pod's bounding set.
CRI-O SELinux enforcement — buildah uses its own OCI runtime (not CRI-O) for inner containers. --security-opt=label=disable only affects buildah's internal label transitions; the pod's kernel-enforced SELinux context (container_t) is unaffected.
Threat model baseline: Konflux users can define custom Tekton tasks with arbitrary code that runs under the same pod security constraints. PRIVILEGED_NESTED does not grant any privilege beyond what an arbitrary task already has — it is no more dangerous than any other task parameter.
if [ "${PRIVILEGED_NESTED}"=="true" ];then
BUILDAH_ARGS+=("--security-opt=label=disable")
BUILDAH_ARGS+=("--cap-add=all")
BUILDAH_ARGS+=("--device=/dev/fuse")
fi
These are buildah CLI flags for the inner build container, not Kubernetes pod-level escalation.

Walkthrough
The Buildah policy no longer denies or type-checks the PRIVILEGED_NESTED parameter. The related test, release policy entries, documentation, and navigation entry were removed.
Changes: Buildah policy update
Layer / File(s)
Summary
Update Buildah parameter rules and tests policy/release/buildah_build_task/buildah_build_task.rego, policy/release/buildah_build_task/buildah_build_task_test.rego
The policy no longer denies PRIVILEGED_NESTED values or checks that parameter for non-string values. The malformed-parameter test covers DOCKERFILE, ADD_CAPABILITIES, and PLATFORM.
No actionable merge-blocking risk is established after inspecting the policy and supported Buildah task modes.

Have you considered remote VM builds (buildah-remote task) the PRIVILEGED_NESTED parameter is meant for:
PRIVILEGED_NESTED_FLAGS=()
if [[ "${PRIVILEGED_NESTED}"=="true" ]];then# This is a workaround for building bootc images because the cache filesystem (/var/tmp/ on the host) must be a real filesystem that supports setting SELinux security attributes.# https://github.com/coreos/rpm-ostree/discussions/4648# shellcheck disable=SC2086
ssh $SSH_ARGS"$SSH_HOST" mkdir -p "${BUILD_DIR@Q}/var/tmp"
PRIVILEGED_NESTED_FLAGS=(--privileged --mount "type=bind,source=$BUILD_DIR/var/tmp,target=/var/tmp,relabel=shared")
fi
Thank you @mmorhun, that's a good point — and it reinforces the concern @jsmid1 raised earlier.
It's clear the PRIVILEGED_NESTED parameter serves a legitimate purpose for remote VM builds (the buildah-remote task uses it for bootc image builds that need SELinux-capable filesystem mounts). Removing the deny rule entirely, rather than adding a targeted exception as the linked Jira issues (BIFROST-523, EC-1011) describe, would remove the safety check for all builds.
Given this feedback and the ongoing Slack discussion st3penta opened, I'll hold off on any changes to this PR until there's alignment on the right approach — whether that's adding an exception instead of removing the rule, or something else.
I don't know how to emphasize this more: I think ANY TEKTON TASK has equivalent concerns to effects on the cluster.
As far as risk to "the build process" ultimately I think what we want is to enforce something stricter than "we'll run your Dockerfile" - that would allow us to centralize policy even more.
These "nested permissions" are really needed when building any image "from scratch" today, but if we centralized the "from scratch" process we could narrow that down more.
Yes, this came out of a request for an exception. We can file a new Jira issue.
The motivation in a nutshell is again simple: Having Conforma exceptions is something that at my employer now requires very high level signoff. But the rules conflate things of IMO wildly varying severity.
For example, "is not built from source code" is completely different in the real world from "inner build process adds some capabilities". Again, the capabilities here are something that actually the outer tekton tasks often have anyways.
So I think the right thing is to create a separate class of thing which is closer to "pipeline lints" which we can already query for because the pipeline expresses it in git.

Verify the remote build security boundary before removing the deny rule.
buildah-remote produces the artifact URL and digest that make it an _buildah_tasks member. When PRIVILEGED_NESTED=true, its non-localhost path runs podman on the SSH host with --privileged and bind-mounts the remote build directory's var/tmp at /var/tmp. Tekton pod security constraints do not automatically protect that remote host.
If the remote host has no equivalent isolation, retain a deny rule for this remote privileged path.

The PRIVILEGED_NESTED parameter check is removed entirely rather than
downgraded. In-cluster PRIVILEGED_NESTED is effectively privilege-
equivalent to the pod itself — any arbitrary Tekton task can already
run equivalent code. The parameter is no more dangerous than any
arbitrary task, so the policy check adds friction without security
value.
Removes the deny rule, its _privileged_nested_params helper, the
corresponding test, and regenerates documentation.

@robnester-rh Already done — I ran make generate-docs and amended the commit right after the CI failure. The fix is in the latest push (ecac3cc1). CI is re-running now.
Hey @mmorhun, what do you think of @cgwalters' feedback? I think he raises a good point that's worth discussing further
