Wire GitHub Actions (PHP 8.3, composer, pint --test, pest), add composer test/lint scripts, and replace scaffold tests with Saloon-mocked feature coverage for zones/DNS/tunnel commands plus CloudflareConnector unit tests. Refresh the lockfile for PHP 8.3-compatible dependencies. Co-authored-by: Jordan Partridge <jordan@partridge.rocks>

Ship it.
- All new feature tests use Saloon mocks, cover success + error + JSON paths, and the shared Pest hooks clean up state correctly.
- Composer scripts and PHP 8.3 lockfile changes are minimal and correct.
- One small inconsistency in TunnelDeleteCommandTest (manual destroyGlobal in one test) but it does not affect correctness.
- No blocking issues.
