Just added a comment. I intended to add this before the end of last year, but it slipped my mind during the holiday rush.
Harbor was built specifically to run in Docker. I made a few attempts to translate everything to a bare-metal installation, but without success. Therefore, the best alternative would be to use a Docker VM and install it there.
