When opening a workspace with a turn in progress, history can still be replaying even though the streaming controls are visible. Keep “Loading messages…” visible until replay catches up, including while a turn is preparing, streaming, or waiting on a background monitor.
The indicator keeps its existing position above the composer and still yields to Jump to bottom while scrolled up.
CI also exposed two existing failures in Codex-comment classification. Normalize the observed security-review heading consistently in the readiness helper and reject duplicate headings in the classifier. Informational security results still do not count as code-review approval.
Validation: desktop and pinned phone Storybook regressions failed before the fix and pass afterward. They cover simultaneous loading/turn feedback, removal after catch-up, cached transcripts, and layout alignment.
