Sync OpenAPI spec to deployed API (v10.1.0) - #148

Regenerate the client from the latest published CockroachDB Cloud OpenAPI spec. Add invoice daily usage reporting, OTLP metric export, the cluster egress private endpoint principal, and new audit log actions. Roll the unreleased changelog entries into 10.1.0, bump the generated package version, and keep the module path at /v10 because the changes are backward-compatible.

Brings the SDK up to the latest deployed CockroachDB Cloud API and prepares the v10.1.0 release.
