Description

Roadmap and ATLAS need typed delivery outcomes to decide when to stop sending to a contact. This adds transactional email webhook types for delivery, delays, bounces, complaints, failures, and suppressions. A bounce distinguishes Permanent, Transient, and Undetermined; Clerk-policy suppression is separate from provider suppression.

verifyWebhook() preserves the signed event's original timestamp and instance ID. Outcomes use Clerk's normal data.id and identify only the affected recipient. The existing email.created type remains unchanged.

The types can ship before backend #22375 and receiver forwarding #2840. Events are not available until Svix registration, backend deployment, receiver configuration, and internal canaries are complete. Delivery outcomes use the existing email receivers and do not depend on the Application Logs migration. This does not add polling, inbound email, tracking, or sending behavior. Test and build execution is left to CI.
