feat(mosaic): add CreateOrganization and OrganizationList - #10502
Adds Mosaic 2.0 <OrganizationList />, which opens <CreateOrganization /> in place of the list
Neither is exported from @clerk/mosaic yet; they are available in Swingset only
Important
I think the main thing to check out here is the animations + interactions on the "invite members" flow. Use the mocked UI to see it in action easily
Description
Adds Mosaic's <CreateOrganization /> card (logo upload, name and slug validation, organization activation, member invitations, completion redirects, loading fallback) and <OrganizationList /> (personal account, memberships, invitations and suggestions, with create-organization in place).
Both are built and tested but left out of the package's public exports for now, so the changeset is empty.
The invite-members fields are extracted from the Organization Profile invite dialog so the create flow reuses them.
Swingset gets documentation, mocked examples and live sandbox pages for both.
Checklist
pnpm test runs as expected.
pnpm build runs as expected.
(If applicable) JSDoc comments have been added or updated for any package exports
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Some creation failures can leave duplicate or orphaned organizations, while completion failures can leave users without feedback or correct navigation. These issues should be addressed before merge.

When skipInvitations is true, finish calls form.reset(initialValues) from onSubmit. The form machine is still in submitting, where RESET is not handled. The reset is therefore ignored, and the create step can retain the previous name, slug, and logo.
Add a RESET transition to submitting that applies the same context reset as editing.

Hide the form when organization creation is disabled.
When user.createOrganizationEnabled is false, the model still returns ready, so <CreateOrganization /> renders its form and its submit handler calls createOrganization. The model must return hidden for this capability state, as the analogous organization UI does.

Reuse the created organization only when name and slug are unchanged.
If setLogo or setActive fails, createOrganization has already created the organization. The form keeps its values, and the next submit calls createOrganization again. With slugs enabled, the server rejects the retry with form_identifier_exists for the slug. The user must change the slug, and the first organization stays orphaned. With slugs disabled, the retry creates a second organization with the same name.
Retaining the organization across retries needs a guard. Reuse it only when name and the effective slug match the values used to create it. Otherwise a name or slug edit is silently ignored. A changed name or slug still creates a new organization, so the earlier one can remain. Resolving that case needs a rename or update step, which this review did not check.

Handle rejections from the onComplete redirect and surface them to the user.
onComplete starts afterCreateUrl(organizationId) and discards the returned promise with void. The chain has no rejection handler, so a rejection becomes an unhandled promise rejection.
A developer-supplied afterCreateOrganizationUrl function that throws causes a rejection. resolveAfterUrl calls that function inside afterCreateUrl. A clerk.getOrganization failure can also reject, but only when clerk.organization does not already match the new organization ID.
finish calls model.onComplete(organizationId), then resets the form, then sets the step to create. It does not wait for the redirect. The user sees a blank create form with no error message.
Await or catch the redirect result in a way that reports the failure to the user through the create flow's error handling. Logging alone does not tell the user that the redirect failed.
Do not fall back to environment.displayConfig.afterCreateOrganizationUrl when afterCreateOrganizationUrl is configured. That would navigate to a URL the developer did not set.

Invite state survives finish and leaks into the next organization.
useCreateOrganizationInviteController lives in ConnectedCreateOrganization, which stays mounted after finish. finish resets only the create form and the step. The invite controller keeps these values:
emailAddresses
the selected role
rejectedEmailAddresses
form.error
This matters when no redirect URL exists, or when navigation is slow. The card returns to create. If the user creates another organization, the invite step opens with the previous recipients already filled in. One click on Send invitations re-invites them to the new organization.
Scope the invite controller to one organization. Extract the invite wiring into a child component and give it key={organizationId}. Alternatively, reset the invite form and rejectedEmailAddresses in finish.
Move the existing useMembersPanelRolesModel, useCreateOrganizationInviteController, and CreateOrganizationView code into ConnectedInvite.

Revalidate memberships after a successful invitation acceptance.
The success path updates only the invitation cache. The accepted invitation can disappear when the pending-only invitation query refreshes. The membership cache can still lack the new organization because this path does not revalidate userMemberships.

Retry after a failed logo upload or activation can hit a slug conflict and leave an orphaned organization.
onCreate calls createOrganization before setLogo and clerk.setActive. If either later call rejects, the organization already exists, but nothing keeps a reference to it. The form keeps the submitted values after the rejection. When the user submits again, onCreate calls createOrganization again with the same slug. With slugs enabled, the second call fails with a slug conflict, and the slug field shows "taken" for a slug the user did not reuse. With slugs disabled, the retry creates a second organization with the same name. The first organization stays on the account, owned by the user and not active.
Reuse the organization created by the first attempt on retry, and retry only the failed setLogo or setActive step. The Android SDK takes a different approach: a logo upload failure does not fail creation, so the created organization is kept. Choose one approach and apply it to both failure points.

Handle completion failures in the create flow.
When the URL callback throws or router.navigate(url) rejects, finish never calls onRestart. The void finish(...) calls discard that rejection, so the standalone flow stays on its current step without an error. In OrganizationList, .finally(screen.onCreated) returns to the list even after failure, also without showing an error. Catch completion failures, render the generic error, and call the restart/list callback only after successful completion.
