feat(mosaic): add settings search to UserProfile and OrganizationProfile - #10492
Adds settings search to the Mosaic UserProfile and OrganizationProfile. It builds on #10196 and lets custom pages add their own sections to the search.
Turning it on: search is off by default. Pass showSearch to UserProfile or OrganizationProfile to show it.
What it finds: a search field above the column navigation finds pages by their label or keywords, and sections on any page, including pages that aren't open. Results are grouped by page.
Choosing a result: it opens the page, scrolls the section into view if it isn't already (instantly when reduced motion is on), focuses it and briefly highlights it. If the page doesn't render that section, the page title gets focus instead.
Built-in sections: the user profile reads which sections each page shows from data Clerk has already loaded, using the same checks the sections use to hide themselves. Their names come from the localized messages, so localization overrides are searchable. The organization's General page lists its details and danger sections. Billing sections are not searchable; the Billing page is.
Custom pages list their sections in search, and mark each one with UserProfile.SearchTarget / OrganizationProfile.SearchTarget of the same id. Pass your own element as render to make it the target, with no wrapper.
Search never renders a page that isn't open. It reads the list each page declares, so it fetches nothing and mounts nothing until a result is chosen. A page's own data loads when it opens, the same as navigating to it.
The highlight is one element the profile renders behind the page content. It is placed over the target with CSS anchor positioning, so the target itself gets no position or isolation, only anchor-name while it's highlighted. It uses the same support check as the tabs indicator, and where that fails the highlight doesn't show; the scroll and focus still happen.
A profile page that is leaving is now taken out of the layout (position: absolute) until its exit ends, so it no longer pushes the new page down. Without this, a result on another page was scrolled to where it sat below the old page.
The search is only shown in the column layout. It is hidden in the select and sheet layouts.
In swingset, the UserProfile and OrganizationProfile playgrounds have a showSearch toggle, and the UserProfile playground and live page include a Usage custom page with searchable sections.

Walkthrough
Adds opt-in search to user and organization profiles. Search matches page and section labels and keywords, groups results by page, and supports navigation to pages and registered targets. Selecting a target can focus, scroll to, and highlight its section. The changes also add search configuration for built-in and custom pages, profile search examples, and tests.
Some users may see a Connected accounts result that opens the page without finding the section. This is a bounded search-navigation issue that can be fixed before merge or accepted for follow-up.

Retry target navigation after late registration.

Retry target navigation after late registration.
When the selected page has not mounted its SearchTarget, the reveal effect focuses the page title and clears the reveal. A custom page that mounts the target after an asynchronous load then registers it through registerTarget, but that callback performs no navigation. The page opens, but search does not scroll to or focus the selected target.
Retain a pending reveal and retry it when the matching live target registers. Keep the page-title fallback for targets that never register.

Update the reveal handling around target lookup and `registerTarget` so a reveal
remains pending when its matching target has not mounted yet, then retry
scrolling to and focusing it when that live target registers. Preserve the
page-title focus fallback for targets that never register.

A leaving profile page is taken out of the layout so it no longer pushes the
new page down while it exits, and a found target scrolls only as far as it
needs to be in view.
Each page now declares the sections the search finds, so closed pages are
never rendered or fetched to build the index. Built-in user profile
sections come from a search model that reuses each section's hide check,
and their labels come from localized messages. Custom pages declare their
sections with `search` and mark them with `SearchTarget id`.

Align connectedAccounts search visibility with the rendered section.
When allowsIdentificationCreation(...) is false and the user has no displayed connected accounts, UserProfileConnectedAccountsSectionView does not render the section. The search model still lists connectedAccounts whenever social providers exist.
Reuse the connected-accounts projection or its equivalent visibility rule when building the search entries.
