feat(init): automate native Android setup

Automates Android setup in clerk init: enables Native API, registers the application and signing fingerprints, and configures Gradle, Kotlin initialization, and the development publishable key. Adds dry-run previews, explicit module/application ID options, and safe reruns.

Requires the native setup endpoints in https://github.com/clerk/clerk_go/pull/21437 and its response-replay prerequisite https://github.com/clerk/clerk_go/pull/21438.
