ci: fail a PR that changes English text without its translations - #1150

stale-translations.mjs compares values/strings.xml with the PR base. For each string whose English wording changed (casing and punctuation ignored), it reports every values-*/strings.xml whose translation of that string stayed the same, naming the file, the string and the old and new English text. Checks runs it on pull requests, so AGENTS.md drops the rule the check now enforces. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

#855 changed the English
organization_already_exists_advisoryto say "domain %2$s", but none of the 14 translations changed. They still show the old wording. AGENTS.md asks for translations to follow English edits, but nothing checks it.What changed
