Summary

Adds the ## [v0.7.3] tagged section to CHANGELOG.md and BREAKING_CHANGES.md, inserted below the intro and above [v0.7.2].

Ports internal PR crcl-main/circle-chain-reth#2875 (merged as 372b1bdc).

Changelog contents

Features

  • [CL] Consensus/RPC Prometheus metrics on /metrics
  • [EL] Zero8 hardfork (dormant) — delegatecall-into-precompile rejections charged the uniform 200-gas early-revert penalty; not scheduled on any public chain
  • [EL] arc_getCertificate accepts a hex-quantity block-height parameter
