release: publish Sheetwrite 0.4.0

Summary

• Merge the completed 0.4.0 release branch into develop.
• Publish the coordinated @sheetwrite/* 0.4.0 package set after Required CI succeeds.
• Retain the measured opt-level=3 / wasm-opt=-O3 profile because no alternate matrix cell passed the formula gate.

Release evidence

• All implementation and exit criteria in Sheetwrite 0.4.0 Release Tracker #33 are complete.
• Version PR chore(release): version packages for 0.4.0 #52 passed Required CI and all canonical artifact, packed consumer, bundler, browser, documentation, unit, coverage, and delivery-size jobs.
• Local release-quality, packed-consumer, Vite, Webpack, Next.js, and immutable consumer-lock verification passed.
• Native Safari and Chromium DPR2 main-thread rendering are confirmed.

Closes #33 after publication automation verifies npm and GitHub release outputs.
