Define `CelTypeDefSet`, `CelTypeDef`, `CelTypeDefObject`, and `CelTypeDefEnum` messages with extension ranges for aspects, along with proto extension aspects for Protocol Buffers (`proto2` and `proto3`). Provide `AspectProto`, `AspectProtoRegistry`, and C++ encoder/decoder APIs (`TypeDefsToProto`, `TypeDefsFromProto`, and element-level overloads) for converting between `cel::TypeDef` types and their Protobuf representations.
