Since this is the org repository project template, adding the SRE team as owner and domain means any new project created will by default linked to our team. I think we initially left those out of the template to avoid this automatic link.
The annotation for techdocs is only applicable if a repo actually has markdown based documentation to be generated and requires 2 other things: the GH action to generate the documentation and the mkdocs.yml file to configure the navigation. See our SRE repo for examples.
