build(deps)!: add tsconfig node 22, 24 options, drop 18

Notes

prep for node.js 20 support drop, see build(nodejs)!: remove 20 support #353
considered breaking since we're dropping the node.js tsconfig 18 package

How to test

Coverage and basic unit test check

update the NPM packages with $ npm install
$ npm test
confirm tests come back clean
