Update "Appeals" Vignette for Chicago 2024 #101

Our PTAXSIM Appeals vignette could use an update after the 2024 release! Goals: reflect the PTAXSIM 2024 update, document how to account for TIFs to accurately reflect the way the Clerk's Office now accounts for TIFs.

Required changes

• Update the municipality to the City of Chicago.
• Update the Tax Years to be 2023 --> 2024 (current is 2018-->2019).
• Update the calculations as necessary to account for TIFs.
