Rename the declared-screenshot feature to "captures" - #150

Follows the platform rename: `static screenshots` becomes `static captures`, `screenshotURLs` becomes `captureURLs`, `ScreenshotCardTool` becomes `CaptureCardTool`, and the serving prefix becomes `_capture/`. The word stopped being accurate once a declared entry could be a paged PDF rather than a raster tile. Two patterns are renamed on disk: automate-declared-screenshots -> automate-declared-captures, integrate-screenshot-card-format -> integrate-capture-card-format. Resolves the glossary conflict with the screenshot-to-captures rename (#150): main's renamed entries kept, with this branch's Sample images entry added after GenerateThumbnailCommand. Follows the rename in this branch's own text: design-review's capture table and pattern link now name CaptureCardTool, POST /_capture-card and integrate-capture-card-format, and motion-authoring and the scroll-reveal pattern say capture rather than screenshot service.
