Part 4/4, stacked on #167. The release commit: bumps the library version to
16.3.2and regeneratesuv.lock.16.3.2is chosen to land after #172 (which bumps16/edgeto16.3.1), keeping the released version monotonic and collision-free. The bump is isolated topyproject.toml+uv.lockso it rebases trivially if #172's number changes; there is no other overlap with #172 (which only touchesmanagers/patroni.pybesides its own version line).This is the tip of the TLS stack — the commit consuming charms pin via archive URL. Draft — not ready for review.
