What type of PR is this?

  • documentation

What this PR does / why we need it:

repository-setup.md no longer carries JSON copies of the release rulesets. It links to the declared files in project-administration (config/rulesets/), points to the repository-config tool instead of the retired apply-release-rulesets.sh, and adds release-tag-protection to the ruleset description and the verification checklist.

  • One authoritative copy of each ruleset payload
  • The documentation cannot drift from what is applied

Which issue(s) this PR fixes:

Part of camaraproject/project-administration#310

Special notes for reviewers:

The links resolve once camaraproject/project-administration#311 is merged; merge this after it.

Changelog input
