feat: login readiness guard and Chinese-first README redesign - #2

- Proxy device-flow and PAT logins only after the account worker's AuthManager is warm (90s poll), fixing the first-click CN race - Classify 'loginWith* unavailable' worker errors as not_ready (503, failover) instead of auth - Show a 'starting account session' note in the wizard and Accounts page while the session starts - Remove PROVIDERS_TASKS.md; plan state lives in docs/PLAN.md
- Swap the repository front page to the Chinese README; move the English README to README_EN.md and keep cross-links in sync - Add project-native SVG assets under docs/assets/readme/: hero, console window, and architecture diagram in zh/en, built from the console design tokens and the favicon bolt/data-dot motif - Reorder both READMEs as value -> proof -> mechanism -> first use, keeping the deployment, client setup, updater, and maintainer-release sections verbatim; replace the social card and console screenshot with a single overview card - Drop the og-card copy step from make favicon-sync and CONTRIBUTING.md, and refresh AGENTS.md, docs/DESIGN.md, docs/assets/README.md, and the bilingual CHANGELOG entries
