feat: compact console account setup, catalogs, and log paging

Summary

• Shorten the add-account dialog into two steps: pick type and name first, then sign in. Concurrency, priority, and WorkBuddy drop-system-prompt stay behind advanced options. Unknown providers render from the backend descriptor; more than six types switch to a dropdown.
• Persist and edit account name, max inflight, and priority from the console. Force-refresh quotas on header refresh, keep the Accounts toolbar while cards skeleton, and drop the colored left accent.
• Paginate runtime logs newest-first, filter/paginate the Models catalog, and replace Access playground tiles with compact account/model dropdowns.
• Fix WorkBuddy Global catalogs: honor account region, accept CLI agent names besides exact cli, and return catalog errors instead of an empty list.

docs/PROVIDERS_TRAE.md is left untracked on purpose. Extra design docs stay out of the canonical set (AGENTS.md / docs/DESIGN.md / docs/PLAN.md / docs/PROVIDERS.md).
