[Feature]: copy across PR body (optionally) in venfork stage

Problem Description

I have to manually copy across a PR body

Proposed Solution

venfork stage should optionally create a draft PR itself, copying across the body. Both of these features should be opt-in

Alternatives Considered

as long as this is optional i think it's fine.

Devs put lots of effort into their nice PR descriptions, so i copy them across. lets make that less effort for me (optionally)
