A promote job after manifests calls infra's request-promote.yml. It opens or refreshes the PR deploy/mail in bulbashenko-com/infra (the owner merges it). Pushes that change nothing Flux reads (README etc.) get no PR. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Part of bulbashenko-com/infra#102. Merge it after that PR and after the org secret DEPLOY_APP_PRIVATE_KEY and variable DEPLOY_APP_CLIENT_ID exist. Until then the promote job fails, but the build still works.
