chore: add Renovate config

Adds renovate.json so dependency updates arrive grouped, weekly. Same shape as btravstack/tools#15.

Groups

• vitepress: vitepress + vue, which the theme builds against together
• github-actions: every action bump in one PR

Left alone on purpose

• peerDependencies and engines: @btravstack/theme's vitepress ^1.6.0 / vue ^3.3.0 are compatibility promises to consumers, not versions to bump.
• @types/node majors: it is pinned to 24.x; moving major is a deliberate decision, as in the other btravstack repos.

Other settings

• minimumReleaseAge: 7 days, matching the other btravstack repos' supply-chain delay. This repo's pnpm-workspace.yaml has no minimumReleaseAge, so Renovate is the only gate here.
• schedule:weekly, semantic commits.
• Catalog entries (pnpm.catalog.default), root devDependencies and packageManager are covered by config:recommended.

Validated with renovate-config-validator --strict (renovate 44.90.1).

The Renovate GitHub App is not installed on btravstack. This config does nothing until it is: https://github.com/apps/renovate
