Verification-only PR for #6: a refactor: commit must produce no tag and no GitHub Release.

Post-merge expectation: the Release workflow runs on main, analyzes this commit, and reports "no relevant changes". v0.1.0 should remain the only release.

Followed by a fix: verification PR expecting v0.1.1. This PR also exercises the PR-title check, which first activates now that the workflow is on main.
