Adds a GPU-independent PTX exporter for vector addition and SHA-256, writing PTX and final LLVM IR with LLVM 21 builder defaults. Linux CI includes the native stack trunk (
main) in its pull-request filter.Native stack: #3 → #7 → #8 → #9 → #10. Base: #3. The original combined PR #4 remains a reference; the historical-report PR #11 is closed.
Validation: offline locked Cargo metadata passes. Updated Linux CI is pending.
