removed dead claude code (which accounts for most of the red in this PR)
ran spotless code formatter
removed java 21 from CI test matrix (JVM is very strict about being backwards compatible so if we cover 17 we're good)
run gradle operations in one command in CI
Added a small unit test for configs (many more to follow)
