Refines OpsNormal cockpit visual quality with sharper history selection states, stronger telemetry legibility, and more unified export and recovery panel chrome.

Changes

1. Added token-aligned history selection utilities for selected rows, columns, headers, mobile days, and active detail states.
2. Tightened telemetry label, value, and attention chip contrast without introducing new color families.
3. Normalized export, import, storage health, and undo recovery surfaces around shared frame and chip treatment.
4. Improved history detail brief and mobile week readability with clearer label and muted text hierarchy.
5. Documented the new history, telemetry, and recovery visual rules in design tokens.
