Mission

1. Restructures footer provenance into a two-row layout so build, license, and source controls no longer collide at wide desktop widths.
2. Adds focused visual polish to the telemetry horizon, live today column, hero heading, and sparkline tick.
3. Adds footer layout regression coverage across 1024, 1280, 1536, and 1920 px.
4. Widens only the slow existing unit test timeouts that were timing out under full Windows coverage load.
