Updates the CLI and build images to BoringCache 1.43.3 at their verified multi-platform digests. The images include the eMudhra CA trust repair. Prepares BoringBuilder 0.1.0.alpha.9.
Validation:
bin/cipassed (106 tests, 461 assertions), dependency audit passed, and live Node and Rails Dagger builds produced the expected artifacts. The built gem was inspected.
