CI already caches the Go build and module caches and tsk's lint results, but not bit's own build cache. Without it, bit reruns every block on each CI run even when those other caches are warm.

This adds bit's cache directory to the paths the test and lint jobs restore and save, and upgrades bit from 0.49.0 to 0.53.0.

🤖 Generated with Claude Code

Without its cache, bit reruns every block from scratch on each CI run,
even when the Go and tsk caches are warm.
