Mirrors the surface appearance which surface modules describe, so a satellite
surface can be drawn the same way, but defined with the satellite protocol so
that is versioned and documented on its own terms. Compiled to a json-schema
asset alongside the layout manifest's, for satellite clients.

A satellite surface could only describe its layout, so its face was always
estimated from that. Its panel now takes an appearance too, kept with its
config like any other surface's, so the view draws it as described.

ADD-DEVICE takes an APPEARANCE: a base64 json description of how to draw the
face of the surface, keyed by the same control ids as its layout. Like a
surface module's, it is optional, so one which does not validate or does not
place every control is logged and dropped rather than refusing the surface.
Bumps the api to 1.15.0.
