Changes

Preserve the unmerged September 16 documentation and provider-utils dependency repair, then document application PR bitcoinuniverseio/stampdex#117 in English and Simplified Chinese. The text distinguishes controlled checks from native Signet acceptance and states that nothing was deployed.

The public docs quality job described a fork restriction but did not enforce one. This branch adds the job-level same-repository condition, tests both PR job guards, and checks that Pages publication remains manual-only.

Node 24.19.0 and npm 11.17.0 are now pinned. The certified Node action already restores or installs the locked dependencies, so duplicate npm ci steps were removed from the three workflows.

Checks

• npm test passes, including copy, contrast, manifest, content and all 51 bilingual page parity checks.
• Five dependency response-handler regressions pass.
• Three runner-isolation/publishing-trigger tests pass.
• git diff --check passes.

Full docs quality and preview build must run on this PR. No Pages or application deployment is requested. A green docs check does not establish application functional GO.

Checked Docs quality run 35245392158 / job 105284161986 during the StampDEX completion work. The job built 109 pages; copy, bilingual parity, contrast, manifest, screenshot metadata, MCP, links, HTML metadata, overflow, machine-readable files, and image-budget checks passed. The final artifact upload failed with Artifact storage quota has been hit; retention was already reduced by GitHub to three days. This is an artifact-retention blocker, not a demonstrated build failure.

A separate evidence limit is visible in the visual log: seven Linux baselines were generated during this run and the nine Playwright tests then passed. Newly generated, unreviewed baselines do not establish an existing-baseline visual comparison. The runner cleanup subsequently removed the workspace after its disk-space guard triggered. Do not relabel the overall run as passed or claim the new baselines were reviewed.

No unchanged rerun, quota change, artifact deletion, publication, or deployment was performed by this verification. The operator notes in docs-dev-stampdex#9 were reviewed and merged separately; that Markdown-only repository has no publishing workflow. Application functional acceptance remains NO-GO.
