Description of changes:

  • Upgraded EOL packages across cronjobs/search-tester, jobs/permanent/ppr-discharges-for-mhr,
    notebooks, and services/document-delivery-service
  • Flask 1.1.4 / 2.0.2 → 3.1.1; also bumped Flask ecosystem packages (Werkzeug, Jinja2,
    Flask-SQLAlchemy, Flask-Migrate, flask-restx, Flask-Babel, itsdangerous, click, MarkupSafe,
    alembic, Mako) to versions compatible with Flask 3.x
  • SQLAlchemy 1.4.17 → 2.0.40
  • protobuf 3.17.2 / 3.19.3 / 3.20.1 → 5.29.3
  • cryptography 36.0.1 → 44.0.2

Good news, I don't think these changes need to be tested. The notebook, search-tester, and ppr-disharges-for-mhr were used for migrations which completed years ago. Document-delivery-service is still in prod but soon to be replaced by jobs/permanent/secured-party-notification. Thor actually created the document-delivery-service job and is working on the update, so you can check with him, but I am pretty sure no testing is required.
