Slice 10 of agent-config's specs/unify-projects: the CA fix now carries the same marked block as workflows/templates/next-prisma/Dockerfile, so sed '/TEMP: revert when nodejs\/node#66871/,+2d' Dockerfile removes it in every app once nodejs/node#66871 ships.

NODE_OPTIONS moves out of the continued ENV into its own line so the marker is followed by exactly the two CA lines; the other variables stay one ENV.

Verified locally (docker build before and after): identical layers, Env (same order), Cmd, healthcheck and apk package set. No runtime change, so no release. The sed output passes docker build --check and builds.

Splits NODE_OPTIONS out of the continued ENV so the marker is followed by exactly
the two CA lines, and one sed '/TEMP: revert when nodejs\/node#66871/,+2d' removes
the fix here and in every other app. Same layers and runtime config as before.
