Summary

Move the issue-branch-policy contract and scenario suite into a focused test module.
Centralize shared workflow YAML traversal helpers.
Keep contract runners, Copilot setup validation, and the contract registry aligned with both modules.

tests/test_github_workflows.py and tests/test_issue_branch_policy_workflow.py: 56 passed
tests/contracts/run.sh: passed
Full Python suite: 1252 passed, 351 subtests passed
Pylint across all tracked Python files: passed
git diff --check: passed
